21st-century learning requires teachers to deliver students 4C skills in facing the Industrial Revolution 4.0. This study aims develop valid, practical, and effective STEM teaching materials for Grade III Elementary schools. It is development research with ADDIE model a total of 58 third-grade elementary school as subject from three schools West Pasaman Regency. The data developing grade school. results analysis validation by experts education practitioners obtained an average 92.7 very valid categories. practicality test using teacher student questionnaires 92.85 92.93 practical effectiveness these also shown increase scientific literacy after 87, category. Based on above, it can be concluded that material declared effectively used improve students'
